How does Nocturne remain unnerfed?

I feel like this post is particularly appropriate following my Gangplank discussion because the two characters occupy relatively the same position on a team. Both are meant to eat up carries, it’s just that Nocturne actually has the tools to do that and Gangplank doesn’t.
I understand he isn’t seen a lot in ranked games right now, but that’s only because he’s getting banned. Every time I see him in a normal game I cringe, knowing that it’s just a matter of time before his farm is too much to handle. Often that’s somewhere around level nine, which is just too damn early. The big problem is his kit, which is utterly ludicrous compared to a lot of the characters out there. I know I’ve given the breakdown before, but it is just dumbfounding to me that he remains in the game as he was released. He still has a fear, a spell shield, an attack speed boost, an attack damage boost, a slow, a movespeed buff, a dot, two scaling physical nukes, a self heal, a global vision reduction, and a nearly global dash. All of that from four skills.
What..the…hell.

I’m just curious- Have you ever tried Heroes of Newerth?
If so, what was your opinion on it?
The balance seems better, and the metagame isn’t tanky DPS which is certainly a plus.
Yeah they took a measly 5 damage of the duskbringer trail so instead of 60 damage it’s 55 you know a bfsword+longsword worth of free damage.
Nocturn reminds me of old old shaco back when he wasn’t nerfed to he’ll and back. I’m actualy considering buying nocturn simply because he reminds me of shaco 5.0 and I used to love jungleing the clown.
yeah I think the nerfs have been a bit more extensive than -5 damage on Duskbringer, but I may be wrong
Not much more extensive, Slam:
Nocturne
-Duskbringer attack damage bonus reduced to 15/25/35/45/55 from 20/30/40/50/60
Unspeakable Horror
-Cast range reduced to 475 from 500 and leash range reduced to 550 from 600
-Fixed a bug where breaking the leash near the end would still trigger the fear
-Fixed a bug where adding a spell shield like Banshee’s Veil while Unspeakable Horror was on you would block the fear effect
-Paranoia range reduced to 2000/2750/3500 from 2500/3250/4000
These are laughable nerfs for a character with such a diverse kit.
I think those were big nerfs, and that he’s been balanced; but… since people in jungle/bot can’t stack HoG’s (huge nerf, one I approve of) for armor/health. With nerfs across the board, he may be stronger now in relation
I think it’s important to remember that nerfing skills that are fundamentally broken isn’t really a nerf at all. As long as Shen’s ult both shields his target and teleports him to that target, it’s going to be broken. Similarly, as long as Nocturne’s ult blocks ally vision, allows him to teleport to any character he pleases, and deals scaling damage, it will be broken. You’ve read my thoughts on globals or near-globals elsewhere. Nerf that skill all you want – it’s just too easy to use for how effective it is.
Same thing with his fear. That skill basically ensures that you will trash anyone with an equal farm 1v1, particularly when coupled with his ridiculous attack steroid.
I really think his imbalance has nothing to do with any other character in the game. He has too many tools in his kit without a significant weakness.
